His IQ is off the charts and he can communicate through encrypted data transmitted directly from his Ai chip to his crime fighting creators. The plan is simple, everybody loves dogs right? Especially top tier criminals, despots, terrorists and dictators and of course dogs love everybody so why not embed man’s best friend as the crim’s best friend.
